The Utah State Senate in the 2024 legislative session created House Bill 502 for the purpose of studying the state’s critical infrastructure materials. They awarded the study to Stantec, a Canadian firm with offices in Utah.

The study concluded December 31, 2024, and was published in January 2025. Stantec determined, as the map above indicates, that Interstate’s mining operations in LaVerkin are on land not suitable for future mining operations. Stantec made this determination because of changes in the community and values placed on the land.

Stantec made numerous recommendations. Among them are locating pit and quarry operations away from residents, enforcement of dust controls, limiting hours of operations and imposing stricter air quality standards for areas in proximity to residents.

Governor Cox’s office did not comment on the adoption of any of the ideas formulated by Stantec.
